Is it possible to use the program to make a scarf approx 32 stitches across and 200 rows long?

The end result from the freePatternWizard depends on your image. You can designate 32 stitches across, but the number of rows is automatic, depending on how tall your image is. The reason for that is to retain the proper aspect ratio; were the number of rows allowed to be designated instead of automatic, your image would likely end up skewed, either too elongated or too squashed.
The best way to remedy that would be to experiment with adding borders to your image in a graphics program before you create your pattern.
