Can this be used to make patterns for beaded bracelets? The patterns seem to be to large for making bracelets or am I doing something wrong.

No worries...you're not doing anything wrong!
You could use the freePatternWizard to make bracelet patterns if you work with a small enough image. If you're going to start with a large image, though, you're correct, the patterns would be much too large.
Depending on your image, you could try reducing it in a graphics program (the freePatternWizard isn't a graphics program, so it's really best to use a proper graphics program to resize your image first) to the width you want (e.g., stitches across) and an approximate height. In the current version of the freePatternWizard you can't adjust the vertical size (height/number of rows) because the program currently does that for you; it was originally programmed that way so people wouldn't skew their patterns. With the version that's in development now there will be editing functions and you'll be able to set the height.
Meanwhile, if you want to experiment with resizing images and you're using a PC I'll be happy to give you links to two free and powerful graphics programs to use for this purpose. (I can't tell you how to use them, though, because I use an ancient Paint Shop Pro from something like, gulp, 1998.)
